A. MISSION
- Serves as program manager for the AMWRF and the Army Recreation Machine Trust Fund (ARMTF).
- Serves as liaison for all APF fiscal matters pertaining to the support of the Army community and family programs.
- Provide executive financial oversight of selected Army MWR programs and NAF.
B. FUNCTIONS
- Administer policy and procedures for conducting AMWRF and ARMTF funded programs, financial analysis and forecasts.
- Support controls installed to safeguard assets supporting these programs.
- Monitor MWR and Family execution and support program managers on matters pertaining to the support of Army community and family programs.
- In coordination with the ASA (FM), interpret, and implement DOD/Congressional APF guidance on fiscal matters relative to Army community and family programs.
- Prepare and advise the Commander, CFSC, on financial matters for participation in the AAFES BOD, to include maintaining financial review systems for all AAFES MWR initiatives.
- Provide financial oversight of selected MWR programs to include the European and Pacific Stars and Stripes, the ARMP Fund and Army Billeting Fund.
- Develop and maintain strategies and financial review systems for financing major and/or unique Army MWR capital development initiatives.
- Administer Army's responsibilities for meeting DOD Financial and Personnel Management Report requirements and related issues.
- Prepare and support Special Exhibit OP34 to OSD and the President's budget, and Schedule F-11.
- Provide long-range APF and NAF financial planning capabilities for all Army MWR businesses.
- Responsible for liaison and participation with OSD, other Services, andjoint service MWR activities relative to standing committee membership (viz.,DOD Financial Management Subcommittee) and other informal ad hoc joint meetings and presentations.
- Provide staff support for MWR Board of Directors, Executive Committee,and Strategic Planning Committee.
- Serve as POC and administrator of the Army's Simplified Dividend Agreement with AAFES.
