  • AR 11-2 Army Programs Management Control implements public law and Office of Management and Budget (OMB) and Department of Defense (DOD) guidance by prescribing policies and guidance for the Army management control process.

  • GARRISON MWR OPERATING ENTITIESAR 215–1 Military Morale, Welfare, and Recreation Programs and Nonappropriated Fund Instrumentalities (24 October 2006) establishes policy, prescribes procedures, and assigns responsibilities for Army Morale, Welfare, and Recreation (MWR) programs and nonappropriated fund instrumentalities (NAFIs) encompassing the garrison MWR operating entities and includes NAFIs of the Department of Defense. This regulation contains management control provisions and identifies key management controls that must be evaluated at least once every 5 years in accordance with (1) Management Control Evaluation Checklists located at 4b.
    (2) Appendix N: guidelines or (3) Chapter 18: Audits, Reviews, Inspections, Investigations, and Management Controls

  • Management Control Administrator's Handbook is designed to help the user better understand the Army management control process and to successfully implement it within their organization. Further, this handbook defines
      ANNUAL STATEMENT OF ASSURANCE is an annual report that provides a broad assessment of management controls within the command or agency and that identifies any material weaknesses in these management controls.

      MANAGEMENT CONTROLS as the rules, procedures, techniques and devices employed by managers to ensure that what should occur in their daily operations does occur on a continuing basis.

      KEY MANAGEMENT CONTROLS as those absolutely essential management controls which must be implemented and sustained in daily operations to ensure organizational effectiveness and compliance with legal requirements (that is, a key management control is one whose failure would “break” or seriously impair a system or process).

      MANAGEMENT CONTROL WEAKNESS is the absence or ineffectiveness of management controls (e.g., management controls are not in place, or are in place but are not being used, or are in place and being used but are not effective).

      MATERIAL WEAKNESS is a management control weakness that warrants reporting to the next level of command, either for their action or for their awareness.

      REASONABLE ASSURANCE as an acceptable degree of confidence in the general adequacy of management controls to deter or detect material failures in complying with the Integrity Act objectives.

      PERFORMANCE AGREEMENTS as brief but explicit statements of responsibilities that may take any form. They must be specific enough to provide individual accountability. Supervisors may use a stand-alone element or may include the management control responsibility as part of a broader element.
