[The Alamo - originally the Mission San Antonio de Valero - in 1846, 2000 United States Army Soldiers were sent to San Antonio under Brigadier General John Wool. By the end of the year, they had appropriated part of the Alamo complex for the Quartermaster's Department.]


The Program

MWR partners with industry in a program which strikes an agreement between a DoD NAFI and a non-Federal entity whereby the non-Federal entity provides goods, services, or facilities to authorized MWR and exchange patrons. The non-Federal entity may, through the PPV, provide a portion or all of the financing, design, construction, equipment, staffing and operation of a program for goods, services, or facilities.


 
Program advantages:
  1. No construction costs to the Army - MWR funds Corps of Engineers for the land fair market appraisal and execution/administration of the Land Lease.
  2. No maintenance costs to the Army on the land or facility - developer is responsible for all facility and site repairs/upkeep
  3. FMWRC staff:
    • Assists Garrison in developing submittal package
    • Issues Request for Proposal (RFP) and conducts site visit
    • Negotiates, develops and administers the contract
    • Works with Corps of Engineers on ROA/DOA and Lease documents
    • Obtains all necessary HQDA, OSD and Congressional approvals
