Our goal is to deliver a PPV project in 9 months from Project Approvals (Step 2) to Awarding Contract & Executing Lease (Step 3). We are continuously taking advantage of opportunities to streamline the program.
1. INSTALLATION INITIATES PROJECT
o Letter of Intent (GC thru Region/IMCOM), must be accompanied by: Local Congressional & Community Support Letters
o Project Submission Information to FMWRC (DFMR,DPW) w/ copy of ROA.
o Original ROA (DPW thru Region & IMCOM to ACSIM)
o Real Estate Appraisal (FMWRC & USACE) once ROA leaves installation
2. PROJECT APPROVALS (6 months)
o NAF Contracting prepare/issue RFP
o OACSIM submits ROA to OASA(I&E) for Determination of Availability (DOA)
o Real Estate Appraisal (FMWRC&USACE) once ROA leaves installation
o Industry Competition
- Issue Request for Proposal (RFP)
- Pre-Proposal conference at Installation
o Source Selection Evaluation Board
o Issue Conditional Notice of Award
o Business Plan Development and Review (Installation/Developer/FMWRC- All involved parties @ installation (2-3 days)
3. APPROVAL, AWARD, LEASE (3 Months)
o Secure approval to award contract thru OASA(M&RA) <$750K
o OSD Notification/Congressional approval >$750K (longer time)
o Award Contract/Execute Lease
