Regulatory References:
  • DODI 1015.13, DoD Procedures for Implementing PPVs: Limits PPV projects to Program 1, MWR Category C, Revenue-Generating Activities
  • DODI 7700.18, Commissary Surcharge, NAF & Privately Financed Construction Reporting Procedures:
    • All PPV projects are reported annually (Green Book)
    • Requires that Congress be notified of the intent to award a PPV project
    • No final contract award or Lease execution without HASC approval
  • AR 215-1, 15-12 Public-private venture projects:
    • Provides definition of a PPV
    • FMWRC the sole Army agency authorized to negotiate, award and administer PPV contracts
    • Garrisons submit PPV project requests via memorandum through their IMCOM Region Director to FMWRC Commander with a complete submittal package
Garrison Submittal Packages:
  • IAW AR-215-1, 15-12 (c) All PPV project requests to include the following information:
    • Broad scope of the project (e.g. Car Wash, self-serve/automatic bay)
    • Summary of why the project is required (e.g. documented need & lack of NAF Funds)
    • Project POC contact information (name, telephone number, and e-mail)
  • Following the initial intent letter, Garrisons must complete a submission packages that includes:
    • Local congressional & community support documentation
      • Garrison to contact local congressional delegate(s) and obtain written support
      • Letters of support from the Mayor, City Council, Chamber of Commerce for ALL local communities in the immediate area
    • Report of Availability (ROA) for proposed site
      • Garrison is responsible for the development of the ROA and any associated costs
      • ROA necessary in order to out grant the real estate to a Developer
  • Additional Information to be included in the RFP:
    • Executive summary description of the installation, name of the county installation is located
    • Copy of the approved master plan that shows the site location
    • Basic information site maps (topography, utility overlays) and approximate area size
    • Copy of the Installation Design Guide
    • Copy of the HQ AAFES concurrence (if applicable)
    • Demographic information to include military, family members, retirees, civilians, & the local civilian community population
    • Utility information (i.e. Installation provided vs. privatized, rates to Contractor)
    • Any police/security and fire services to be provided by the installation/local community & any whether costs are involved
    • Any known local companies/sources that may be interested in the project
    • If PPV is to replace/supplement an existing facility, a statement explaining why a new facility is needed; information on usage of existing facility, current financial statements etc.
    • Any business case, impact and/or feasibility studies completed
