Q: What brought about the change in internet providers?

A:The change was brought about to eliminate competition between AAFES contractors and MWR contractors.

 

Q:  Can MWR activities offer free internet access in their activities?

A:  Free internet to the public may only be offered in libraries, youth activities, and Warrior

Zones (AKA Techno Centers).

 

Q:  How will the change in service providers effect my garrison?

A:  We are currently working on the transfer of function instructions.  We are committed to minimize any disruption in services.

 

Q:  How will this effect my garrison income?

A:  Agreement was made in principle between the COOs of AAFES and FMWRC that dividend payments to garrisons would not decrease in FY2010 from FY2009 levels in total (i.e., across all garrisons).  Hence, the garrisons will be “made whole”, by guaranteeing the total FY2010 Unofficial Internet dividend payment, at a minimum, equals that of FY2009 ($1.35MM).  After the transfer is complete, FY2010 dividends paid will be reconciled against FY2009 and difference paid by AAFES to the FMWRC Central Fund.  FY2010 funds will be distributed by FMWRC to garrisons based on the proportion of Unofficial Internet revenues generated by each garrison, or as deemed appropriate by FMWRC.  In FY2011 and beyond, dividends will be paid according to standard AAFES dividend policies

 

Q: How will the transfer be handled?

A:  High Level Overview:

  • Contracts related exclusively to the paid Unofficial Internet business will transfer to AAFES
  • Both operational and idle (but planned for pay-use services) assets will transfer
  • Contracts related exclusively to free-use services (e.g. FIS, WTU) will be retained by ARMP
  • Contracts that are shared between multiple services (e.g. FIS and PIS) will be retained by ARMP
